INTRODUCTION
An international technical meeting, organised by MECINET (Mediterranean Citrus Network) was held in Acireale , Sicily, Italy, from 3-5 December 1997, with the participation of scientists from 15 countries (Argentina, Australia, Brazil, China, Cyprus, France, Greece, Israel, Iran, Italy, Morocco, South Africa, Spain, Turkey, USA). The meeting was also attended by representatives of FAO, CLAM ( Comité de Liaison de l'Agrumiculture Mediterranéenne ) and ISC (International Society of Citriculture ).
During the opening ceremony of the meeting on 3 December, the Mayor of Acireale , the President of the Province of Catania , and the Director of the Istituto Sperimentale di Agrumicoltura of Acireale extended welcome remarks to the participants.
The proposal to establish a global network on citrus genetic resources conservation and utilisation was recommended during the meeting of the Intergovernmental Group on Citrus, in April 1996. Accordingly, this proposal was followed up and further elaborated during the Symposium on the Conservation of Genetic Resources of Citrus and its Relatives, held in South Africa in May 1996, where the major technical issues to be addressed by a global cooperative programme were analysed . Subsequently, MECINET took the initiative to include in its activities the organisation of a sectoral meeting on citrus germplasm conservation and use, with the view to:
- formally constituting the global network for the conservation and utilisation of genetic resources of citrus and related genera, and
- elaborating a global research and information programme and an articulated plan of action to be carried out through inter-country cooperation.
THE NETWORK
The global technical cooperation network was formally constituted, under the aegis of the FAO, to be addressed to all countries interested in citrus germplasm conservation and utilisation . The Network will function on a voluntary basis and it will involve national institutions as well as existing regional and inter-regional networks dealing with citrus genetic resources conservation and utilisation . The network was given the acronym G lobal C itrus G ermplasm N etwork ( G.C.G.N. )
The Network will serve to link different initiatives in different parts of the world dealing with citrus genetic resources exploration, conservation and utilisation , and encourage participation of any countries/institutions/ organisations that are interested to collaborate in this area.
The Global Citrus Germplasm Network will also play a role in harmonising and strengthening on-going networking initiatives that are dealing with citrus germplasm conservation and utilisation , and in promoting new undertakings, in different regions of the world. In this respect, the existing regional and inter-regional citrus networks (IACNET, MECINET) and those under constitution (Asia-Pacific and Sub-Saharan Africa) have been identified to actively participate in the Global Citrus Germplasm Network. This consideration is also valid for the CLAM, NeSCRA (Network of Services for Citrus Rehabilitation in Asia ) and any other regional networking initiatives that are dealing with citrus germplasm .
The meeting recommended that FAO should explore the possibility to assist in strengthening the capacity of regional citrus networks to collaborate actively in the Global Citrus Germplasm Network.
Network Coordination Strategy
Four working groups were defined to undertake the scientific and technical work of the global network. Each working group will be led by a coordinator, while the overall coordination of the Global Network will be provided by the General Coordinator.
The Global Network will be guided by a Coordinating Board which will be chaired by the General Coordinator of the Network and will include the coordinators of the technical working groups, representatives - with specific competence on citrus germplasm - of the different regional and inter-regional citrus networks. Interested countries/leading institutions that are not involved in regional or inter-regional networks are encouraged to attend and participate in Coordinating Board meetings. FAO representation in the Coordinating Board will be to ensure harmonisation and guidance on technical and policy issues of the Network. The Coordinating Board should meet once a year, and the first meeting is tentatively scheduled by December 1998. Date and place will be decided accordingly.
The general meetings of the Network will be convened every 2 to 4 years. The first general meeting will be held in conjunction with the next congress of the ISC, in Orlando , USA in December 2000, and efforts will be made to continue this association for future general meetings of the Network.
Working Groups will be encouraged to organise meetings on specific technical topics. Associating these meetings with other national and international workshops, symposia or conferences will be pursued as a means of facilitating participation.
Coordination responsibilities were designated as follows:

The General Coordinator will operate the Network in close consultation with the University of Florida-Citrus Research and Education Center (CREC-UF) and also with the collaboration of the Instituto Valenciano de Investigaciones Agrarias (IVIA).

Menini , AGPS).
The designation of coordination responsibilities will be subject to periodic review at each meeting of the Coordinating Board, and revision whenever necessary, with the view to ensuring that the Network and its working groups continue to receive all the support and leadership required. In this regard, questions related to the functioning of the Network will be referred to the Coordinating Board which will take interim measures as necessary to ensure efficient operations.

The role and functions of the General Coordinator were defined as follows:
- Guarantee divulgation of information among members.
- Guarantee regular publication of a newsletter and other instruments (e.g. website/web pages) for enhancing information dissemination and exchange.
- Promote coordinating board meetings, as well as specific meetings on technical subjects in collaboration with working group /sub-group coordinators.
- Guarantee that the information system will be accessible for world benefit.
- Promote efforts to obtain funding assistance from donors and financing agencies for strengthening network activities.
The role and functions of the technical working group and sub-group coordinators were defined as follows:
- Develop and guide activities appropriate for the working group
- Prepare and disseminate annual progress reports on working group activities and promote appropriate scientific contributions to be included in the Network newsletter.
- Promote specific meetings on technical subjects within their groups' area of activity.
- Develop communications, through electronic and other media, to facilitate sharing of information and intra-group contacts
The role and functions of the Coordinating Board were defined as follows:
- Facilitate communication among the different working groups and regional citrus germplasm networks.
- Help the General Coordinator in promoting technical activities both at the regional and global level.
- Facilitate adaptation of the working arrangements of the Network to meet member requirements and to ensure efficiency of operations.
- Cooperate to identify and obtain funding assistance from donors and financing agencies for strengthening network activities.
To facilitate general communications and sharing of information, it was agreed that one or more websites should be developed. A dedicated website for the Global Network was recommended and the International Society of Citriculture has offered to link a web page to its site for GCGN. Duplication of the site in French, Spanish and other languages would further facilitate communication. The FAO/AGPS Service will also provide linkages in its website for GCGN.
TECHNICAL WORKING GROUPS
Specific tasks were identified to be addressed by the Network, forming the basis for technical working groups and sub-groups. Participation in the working groups is open to any interested scientists, organisations and associations, as well as to researchers from the private sector.
The profile and arrangements for the four working groups, and sub-groups, were established as follows:
Working Group on Germplasm Characterisation (Coordinator: Gmitter CREC-UF , USA )
With activities occurring under two interacting subgroups:
Sub-group on phenotypic descriptor system for citrus and its relatives (Sub-group Coordinator: Zaragoza , Instituto Valenciana de Investigaciones Agrarias - IVIA- Moncada , Spain )
- Activity 1 - develop better general morphological descriptors evolving from existing systems through wide consultation - current system being limiting for non-orange citrus;
- Activity 2 - develop standard non-morphological descriptors appropriate for citrus (including guidelines to bring in information on resistance to biotic and abiotic stresses)
Means of Action

collate information on current status of methods to be distributed to network and updated annually - initial document will be developed by the US group of Gmitter , Krueger and Roose , and made available on the International Society of Citriculture ISC or other websites
- Activity 2 - develop information coding system of marker methods suitable for data bank use
- Activity 3 - continued evaluation of different marker systems

- Activity 1 - determine system requirements that provide adequate information with global coverage and worldwide access to the information.
Means of action:
To share description of current citrus related systems available at websites from SRA San Giuliano , IVIA, USDA-Beltsville, Saga University, Japan.Members of the Working Group to provide evaluations of these systems as to features that should be included in the global version.Collaboration among groups that have developed the above information systems to work out a structure, mechanism and the type of information to be included.
- Activity 2 - develop system to on-line stage with compatibility interface among various available systems.
- Activity 3 - develop worldwide coordination and operation mechanism for the information system.
Means of action:
Determine which of the institutions with an existing information system for germplasm that includes citrus can expand their capacity in order to provide data base storage and retrieval on a worldwide basis. Select the best option based on capabilities of the system and capacity of the institution to do the work

on in-situ and on-farm/door-yard assessment and conservation (Sub-group Coordinator: Sykes, CSIRO- Merbein Australia )
- Activity 1 - in cooperation with the ex-situ conservation sub-group, identify taxa which are insecure or under-represented in collections as priorities for in-situ characterisation and conservation efforts.
Means of action:
Request summaries of collection holdings of citrus relatives and little-used true citrus species, with the purpose of identifying under-represented citrus germplasm . Information provided should include: sources of accessions, experience with losses of accessions in the above taxa and the type of collection, i.e. field or screen house.Determine from summaries which citrus or relatives are insecure or under-represented and deserve priority attention for in-situ exploration and conservation efforts. Make this information available to the network.
- Activity 2 - promote exploration and characterisation efforts for in-situ populations determined to be at risk.

- Activity 3 - gather and disseminate information regarding severe diseases that impact on conservation of citrus germplasm . - Activity 3 - Further development of conservation methodologies as alternatives to screenhouse /field collections.
Means of action:
develop cryopreservation methods for mature plant material at locations exploring the potential of this methodology such as IVIA (Duran Vila) and Colorado State Univ. ( Stushnoff ) evaluate other in-vitro methods such as low temperature tissue culture as lower cost alternatives, particularly for developing country locations. The lead for the tissue culture methodology is the Key State Genetic Improvement Laboratory at Huazhong Ag.Univ . (Deng), working in collaboration with ISA- Acireale and IVIA- Moncada
- Activity 4 - develop propagation technologies for citrus relatives, with special emphasis for mature plant material.
